Bug#909005: seahorse: .desktop translations not used by Xfce

Dear Maintainer,

With version 3.30-1, the Seahorse application is no longer listed in my
native language (Estonian, et) in Xfce menus nor the Application Finder.
The .desktop file still contains the relevant translations, but these
are not being picked up and the application is listed in English.

I realize that this sounds to be more of an Xfce issue, but when
downgrading seahorse to stable (3.20.0-3.1), then the items are in
Estonian again. Was something changed from 3.20.0-3.1 to 3.30-1 that
would cause this localization to break? If we can determine the cause
and it is indeed an Xfce issue, then I can gladly report it there
instead.
