AIUI, it won't, unless you make the metapackage Architecture:
any. Architecture specifiers are parsed by dpkg-dev while building the
package and converted into unconditional dependencies in the generated
binary package.

(But metapackages are empty, so making it Architecture: any is not a
significant waste of space.)
