Yes, and it has to. fuse and fuse3 both contain /sbin/mount.fuse,
/usr/bin/fusermount and /etc/fuse.conf. Two packages can't contain the
same file unless they declare Breaks/Replaces or Conflicts/Replaces
relationships.
