I'm not aware why jhbuild is packaged at all. It's a tool to do gnome
development on top of gnome git head. You generally need to run jhbuild
git head for things to work properly while doing so. The package has not
been updated with a new upstream snapshot in years and there are
virtually no users according to popcon. The package also has no reverse
dependencies.

I'm bumping severity to serious to have it (eventually) autoremoved from
testing. I think it should be completely removed from the archive, but
deferring filing the RM bug to give anyone with objections a chance to
step up.
