Bug#938994: Install links broken

Some pages have buttons for installing some package. They don't work on 
Debian, but clicking them only results in an "Additional Packages 
Required" message.

The links are of the type 'action="install:<pkg>"'. Ubuntu has replaced 
those with 'href="apt:<pkg>"' links, and I would suggest that the same 
replacement (via s/// in debian/rules) takes place in Debian.

Unlike Debian, Ubuntu has access to the apturl package, which is used by 
default on Ubuntu for handling apt: links. On Debian the users would be 
taken to GNOME Software instead, which is fine, and certainly better 
than "Additional Packages Required".
