Bug#947380: Effects multiple users - Using MacBook Pro Radeon M370X - Issue desktop and browser content covered with white overlay

This issue has been replicated in Debian and down stream on Kali and
ParrotOS.
The background of the desktop is all white except for the bottom inch of
the screen where I can see the bottom of the background image. The white
over the desktop covers the majority of the desktop image but not the icons.

When I open a browser and scroll, it appears that a white box covers the
majority of the browser. The white box in the browser seems to move and
appears similar to a parallax scroll website but with a white box on the
foreground blocking the content.
