Dear Maintainer,

I cannot swap my monitors around in Wayland. Monitor behavior is normal under
x11 and trying to debug the issue with the --verbose flag either leads to no
error messages or for my session to crash (about 50/50 both ways); if there is
a better way to log this I would appreciate it.

 Visually:
1. I change the configuration
2. I press apply
3. Display goes black (which i assume is normal behavior)
4. I get the configuration accept dialog; however the positions of monitors and
their orientations and 'primary display' status have not changed.
5. Accepting or Reverting has no effect on my monitors.

Additionally, my monitors seem to be numbered differently on both x11 and
wayland (e.g. the left monitor is 1, the right monitor is 2 on X; but the left
monitor is 2, and the right monitor is 1 on wayland). I occasionally need to
swap between the two because my game controller only works under wayland (valve
bug; not your problem) but I must swap to x11 for screen recording or for
tablet pressure.
