Bug#929946: gnome-software: "Updates" category disappeared

Dear Maintainer,

When starting Gnome Software normally, the "Updates" button on top is
missing (see attached picture
"gnome-software-missing-updates-button.png"). This is the case since at
least two days ago, when updates where already available, and I have not
done any of those yet.

Running Gnome Software with the "--mode updates" option works (see
attached picture "gnome-software-update-button-visible.png")

I marked this issue as important because this means a "point and click"
user can not do any updates (also, but I am not sure, I don't think I
have seen a notification about available updates since a long time).
