The 0.12.x releases contains only small, specific fixes that were able 
to be backported from 0.13 with no or minimal code changes. Many, many 
more important fixes have gone into 0.13, 3.32 and the upcoming 3.34 
releases that are missing from 0.12.x.

As the maintainer, I can assure you it's quite bad.
