Bug#955845: librsvg: Debian package FTBFS on powerpc, upstream builds fine

Control: retitle -1 librsvg: Testsuite linking failure still affects powerpc

This is actually still #895723 [1], for some reason the fix doesn't work
on powerpc while it works on ppc64 and ppc64el.

I suggest we just disable the testsuite on powerpc completely for the
time being.
