Bug#959031: libproxy0.4-cil: Consider dropping CLI binding?

The libproxy CLI binding seems to have been responsible for a lot of the
recent maintenance effort in libproxy, but nothing in Debian depends on it.
Disabling it would be one less thing to sometimes FTBFS.
