Bug#968622: gnome-control-center: Cannot change my own profile photo using image from system

Dear Maintainer,

I cannot change my own profile photo using gnome-control-center. These are the
steps I did:

- Open gnome-settings-panel and go to "Users" tab.
- Press "Unlock" button and fill with my user/password.
- Press in the image thumbnail and then press "Select a File..."
- In next window, when selecting any image file (jpg or png, for example), the
up-right "Open" button keeps disabled.

However, the application allows me to change the photo selecting one of the
default ones.
