Bug#950148: Upgrade libgtkspell to minimally 3.0.10 to use enchant version 2.2

Please upgrade libgtkspell to minimally version 3.0.10 which was two
years ago already two years newer than the version which is currently
packaged. Upgrading allows for usage of Enchant version 2.2 or higher.
Currently Enchant 1.6 which is three years old is being used.
Additionaly, this will also help using Nuspell spell checker in the near
future, once packaged.
