The same issue for Debian stable on Dell Precision M6700, cf. the attached
screenshot.
The message says:

A stop job is running for User Manager for UID 117 (1min 23sec / 2min)
The shutdown process is delayed for 90 s (without any actions visible to the
user), then it continues.
After reboot, we do a little bit of debugging:

# getent passwd "117" | cut -d: -f1
Debian-gdm


Originally, I thought that
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=843090 is related (and posted
there), but, probably, that report isn't related.

I run Wayland and can do a bit of debugging if I am given instructions (that
would not break my anonymity).
