The package indeed doesn't build in unstable, but is available in the
"unreleased" repository of debian-ports, which is available for the
buildds:
http://ftp.ports.debian.org/debian-ports/pool-riscv64/main/libs/libseccomp/
The patch to enable riscv64 support in libseccomp has been merged
upstream and will be part of the next libseccomp release. The patch used
to build the version from unreleased is available in #952386.

Ok, thanks, I confirm it built fine. I guess it's better to keep this
bug report opened to not forget to enable seccomp support for riscv64 in
tracker-miners at some point.
