Bug#954652: Opening new tab or window from terminal opened with -x opens the same application again

I think this behavior changed with the upgrade to 3.36.

Before, opening a new tab or window would always open the user's shell.

Now, if you open an application with `gnome-terminal -x` or similar
mechanisms, then opening a new tab or window from that terminal will
re-run the same application, not a shell. For example, if you click a
mailto: link, and that invokes mutt to compose a mail, opening a new tab
or window from that terminal will open another copy of mutt.
