Bug#960627: gtk+3.0: Can update-icon-caches migrate to -noawait triggers?

Hi,

We are a group of people trying to reduce the number of maintscripts in
packages - partly for the sake of moving to more declarative approach,
but also some improvements and prototypes (like [InstallBootstrap]) are
harder to deploy/experiment with due to maintscripts.

For this reason, we would like to know if we can have dh_icons and
update-icon-caches move to a trigger based work flow which avoids
maintscripts in every package providing icons.
