Dear Maintainer,

A recent change in libxkbcommon brings a new library, libxkbregistry,
which can be used to implement user-specific XKB configuration as
described in this blog post by Peter Hutterer:

The support for this functionality has been merged to gnome-desktop
shortly after the last release:

Please consider cherry-picking the relevant commits and shipping them in
bullseye.
