Bug#974140: libpango1.0-dev: silent api breakage, subclassing no longer possible

Dear Maintainer,

I checked, and it seems I had packages form tetsinginstalled - the stable
1.42.4-8~deb10u1 version has the required types.

I find nothing in the NEWS or debian changelog about this, so this is
likely an oversight by upstream, it's not the first time that they broke
subclassing.
