May I ask the release team to remove it from testing? I'd like to get
GNOME 3.38 into testing soon, so that we can get as much user testing
on it as possible before we freeze (this will be the version we ship
in bullseye, unless the planned freeze date slips by several months),
and that seems higher-priority to me than any of the Shell extensions.

There's no need to remove it from unstable, unless it becomes clear that
the necessary updates for 3.38 will never happen.
