Bug#992801: valac-*-vapi dep should be versioned to match libvala-*, libvalacodegen-* API level

Dear Maintainer,

Running into https://gitlab.gnome.org/GNOME/geary/-/issues/1248 after
updating valac to 0.48.18-1 with `apt install -t unstable valac`

Looks like valac doesn't specify a minimum version of valac-0.48-vapi,
which remained on 0.48.17-1, and therefore didn't bring the new Glib.Uri
API

If the dependency could match the version requirement of e.g. libvala-*,
that would help hackers like me in future
