Bug#1002457: rsvg-convert: incorrect text rendering with small font-size (regression)

Text with small font-size is rendered incorrectly. In the attached
exmples, letters are rendered on top of each other instead of next
to each other.

It was rendered correctly under buster (see font-tiny-2.44.10.png).
It also renders correctly in Firefox and Chromium.
