reintroduce ROXTerm?

Hi,
i am long time user of ROXTerm which has been removed
from the repository a long time ago due to IIRC gtk/vte
issues.

These issues have been fixed a long time bug Tony does not 
have any plans to revive the package (He is also the Author of)
because he does not use Debian anymore. He maintains a Ubuntu PPA 
and the package is buildable and works on Bullseye without issues.

I had opened a Bug requesting a new build on 2018 and people chimed
in but to no success.

As Tony states in the Bug of 2018 he would be happy somebody else
stepped up.

So this is basically an inofficial RFH on Tonys behalf ;)
