Bug#981259: enchant-2: drop unused Build-Depends: chrpath

enchant-2 participats in dependency loops relevant to architecture
bootstrap. Instead of looking into such a difficult problem, I looked
into easily droppable dependencies and found that chrpath is now
entirely unused. Please consider applying the attached patch to drop it.
