   * What led up to the situation?
GIMP required a missing dependency, in this case the graphviz package, which
rendered GIMP unusable as it could not be started without satisfying the
missing dependency.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
Manually installing the graphviz package solved the issue. See
https://gitlab.gnome.org/GNOME/gegl/-/commit/1f50456de59c686941a861d299a63bfcd4126ee5
and https://bugs.archlinux.org/task/69816 .

   * What was the outcome of this action?
GIMP now starts as expected.
