Can you please check if you have the “System Indicators” applet in your
panel?

E.g. you can check if the following list has system-indicators:

$ gsettings get org.gnome.gnome-panel.layout object-id-list

If not, Alt+right click on the panel, click “Add to Panel…” and select
“System Indicators” (in org.gnome.gnome-flashback.system-indicators group).
The same applet also provides keyboard layout, volume and power indicators.
