Bug#995784: python3-gi: Please add "recommends" on "python3-cairo"

Package: python3-gi
Version: 3.38.0-2

The associated "PyGObject" <https://pypi.org/project/PyGObject/3.38.0/>
Python package depends on "pycairo" <https://pypi.org/project/pycairo/>.
However, Debian's "python3-gi" package doesn't depend on or recommend the
"python3-cairo" object. So, after installing "python3-gi", the Python 3
environment is incomplete. This can be verified by running "python3 -m pip
check":

> pygobject 3.36.0 requires pycairo, which is not installed.

I believe that the solution here is to add a "recommends" link on
"python3-gi" to "python3-cairo".
