Mainly mutter: https://gitlab.gnome.org/GNOME/mutter/-/merge_requests/2496

The gnome-settings-daemon bug is related, but doesn't prevent X11 clients from starting up (they just might not be themed correctly, because gnome-settings-daemon XSettings plugin doesn't run).
