gnome-maps needs to switch to libsoup3. Currently it uses libsoup2.4
and depends on several libraries that are being switched to use
libsoup3. It's not possible for an app to link against both libsoup2.4
and libsoup3. We also don't intend to maintain multiple copies of
those libraries to preserve the libsoup2.4 build option.

Therefore, I believe we will need to temporarily remove gnome-maps
from Testing. I believe gnome-maps will be ported to libsoup3 in time
for Debian 12.
