gnome-control-center 42 is a major update switching to GTK4. I'm
filing this bug so that we can track any blocker issues we find.

I've not really started on the update yet because it wasn't needed for
Ubuntu 22.04.

This update also renames the .desktop file and D-Bus services.

And switches to the new libgweather4.
