Bug#994944: libgtk-4-bin: gtk4-broadwayd not available

According to the Changelog (version 4.4.0+ds1-3), this was done on
purpose:

   * Disable Broadway (HTML) backend.
It isn't clear whether this is used in practice. If we disable it
now,
enabling it later if requested will not be an ABI break, but if we
enable it now, we have to keep it enabled indefinitely.

So here we have Cambalache[1] as an example of the Broadway backend
usage.
There is also my project Deckard[2] that is used to help testing GNOME
translation.
LibreOffice used it in some PoC, I don't know if it's part of the
current LibreOffice Online.

But Broadwayd can also be used standalone, which is hard to quantify.
There are a few blog posts with positive feedback on the feature though.

Now that more and more GTK projects are being converted to GTK4, the
lack of the Broadway backend will only become more apparent.

TL;DR: +1, please enable Broadway for GTK4!

PS: gtk4-broadwayd may be split in a dedicated binary package if we
worry about it not being used much. And it would get us some POPCON
stats.
