I have since apt upgraded to version 3.46.0-2. 
I confirm the workaround for this problem, with the suggested disabling of requesting read receipts:
edit> preferences> composer preferences> UNTICK always request read receipt

The compose window then starts as normal. It also now starts as normal from the command line.
