I'm kind of averse to creating bug reports that boil down to "this doesn't
work", especially when I'm then unable to provide further information because
the software isn't installed.

Understood. Did this change at some point? I notice that unlike the last time
these packages got removed from my system, apt isn't reporting that it can
autoremove most of GNOME. That I can probably live with.
