There is a non-upstreamed workaround in mutter's debian/patches disabling
the restore-size test. This is technical debt.
According to the upstream bug linked above, MR !2175 "Move X11 frames
to a separate client" made the bug readily reproducible, so it should be
fixed in version 44.
I think we should defer this until GNOME Shell 44 is in testing (#1043144)
since we're ready for that transition already and it would be a shame
to break it, but then drop the patch afterwards, and see whether it can
stay gone.
