I think this is the main cause here, and from source code inspection,
there are probably ways to trigger it even without Debian's patches.

I reported https://gitlab.gnome.org/GNOME/gnome-control-center/-/issues/2326
but I think that's out-of-scope for this bug report (and realistically
we are not going to redesign this piece of UI before bookworm). If anyone
wants to work on that, please take it upstream.
