Bug#1042781: Please demote fwupd to Recommends

Hi,

given that gnome-control-center runs just fine without fwupd and there
are (unfortunately) a lot of systems which are not supported by fwupd
please consider downgrading fwupd to Recommends.
It probably makes sense to install it by default but leave the option
open for users to selectively not install it.
