GNOME 43 (and even 42, according to
https://gitlab.gnome.org/GNOME/gnome-tweaks/-/issues/404)
no longer has independent settings to change the background for the lock
screen and for normal desktop use. We should remove the now-useless option
from gnome-tweaks.
The intended design since GNOME 42 is that the background of the lock
screen is a blurred and desaturated version of your normal desktop
background.

To be clear: this is when you are logged in to a desktop session, and
you lock the screen, without logging out?
If yes, then that's gnome-shell, not gdm3 (gdm3's only involvement in
that situation is that its non-GUI part is used to check your password).
