I don't really know how Japanese input methods work, but I think this
could have been a combination of #1032382 (see
<https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1032382#133>)
and #1029821 (see
<https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1029821#18>).
On a test VM with en_GB.UTF-8 and ja_JP.UTF-8 locales, after upgrading
libgnome-desktop-4-2 to 43.2-2 to fix #1032382, and also upgrading
gnome-initial-setup to 43.2-3 to fix #1029821, I can run
/usr/libexec/gnome-initial-setup --existing-user
and select Japanese followed by Next.
In the next page, if I have ibus-mozc installed, I get Japanese (Mozc)
as the default.
If I have ibus-anthy but not ibus-mozc, I get Japanese (Anthy) as the
default instead.
I can't read Japanese, but if I run it as
LANG=ja_JP.UTF-8 LANGUAGE=ja_JP /usr/libexec/gnome-initial-setup --existing-user
I get one language option which looks like "日本語" in the default
list, and then in the next page, the default is either
"日本語 (Mozc)" or "日本語 (Anthy)", depending on whether I have
ibus-mozc installed or not. I think that means the right things are
now happening?
