Hi Gunnar - although we agreed to close this bug, I'd like to add a message
about your comment:

I'm almost certain that that is exactly what happened in this case. I had been
exploring different desktop environments (including non-Wayland environments)
and I think that I reconfigured the keyboard-configuration package at some
point during that.
That's not necessarily hugely helpful information for either of us, because I
don't recall the exactt repro steps for it to occur, but I wanted to thank you
for identifying a repeatable (and likely the) cause for this bug.
