Bug#967283: caribou: depends on deprecated GTK 2

caribou is an on screen keyboard enabling use of GTK2 apps.

We already use a workaround in debian/rules so that the package does
not depend on GTK2. That means there is only a Build-Depends on gtk2
and the gtk2 removal hasn't progressed nearly far enough for me to
want to work around the build dependency yet.

Therefore, I'm marking this as wontfix as suggested by the initial bug report.
