I noticed it happening for a few days and across multiple reboots (I 
doubt inhibitors persist across reboots). Then switched to plasma mobile 
and it started working. Then I reported the issue and switched back to 
phosh (since plasma mobile was too unstable, many things keep crashing 
all the time) and noticed the regression is gone.

Another thing I noticed is after multiple suspend resume cycles, modem 
stop working and then I need a force power off and reboot with hard ware 
switch (may be this was the actual cause instead of regression). Normal 
shutdown just hangs with the plymouth screen there.
