Ubuntu has made a couple of changes that look like they may relate to this issue.

Changelog for version 1.5.18-1ubuntu6 says

"Fix installation of cupshelpers module with Python 3.12."

Changelog for version 1.5.18-1ubuntu7 says

"Drop build dependency on python3-distutils."

Can someone review whether these changes are appropriate and fix the issue?
system-config-printer is a blocker for the time_t transition.
