This is not arm64-specific. It also happens on amd64:

If you want to debug it or just verify that the test fails very easily on certain
machines, contact me privately and I will gladly give you access to a machine
where it happens all the time.
In my opinion, the test has a very low quality, so if there is not willingness,
capacity, or just time to fix it (which is fine), then it should be disabled,
because in its current state it is a waste of time for everybody.
No, I don't buy the theory that this is a good way to "remind" that there
is a flaky test. A Release Manager made a similar request ("fix it or disable it")
in Bug #1057562 but the bug was downgraded again and the request from the Release
Manager continues to be ignored.
