Bug#1077738: Remove gnome-backgrounds from dependencies

Okay, but how about moving the desktop wallpaper to the recommended packages? By the way, even gnome-control-center is a recommended package, not a dependency
And it's also worth finding out if Gnome can work if there are no wallpaper files?
