Bug#1080044: libsoup3: stop using python3-quart

Hi,

node-mermaid has long-standing RC bugs and has not been part of bookworm
nor trixie. Yet, src:hypercorn depends on it and src:quart build-depends
on python3-hypercorn and libsoup3 build-depends on python3-quart
<!nocheck>. Hence we cannot remove node-mermaid without also removing
libsoup3, which would be very bad. I looked and could not find any
references of quart in the source package beyond d/changelog and
d/control. Hence, I recommend dropping this dependency with no
replacement. If you wish to preserve it, please upload node-mermaid. I'm
attaching a patch for deletion.
