As discussed on #1071383, I think removing the Recommends on
network-manager-gnome is reasonable, but it needs to be replaced with
a Recommends on network-manager, otherwise there will be nothing pulling
in the actual network management service.

Closing #1077739 and #1077740 as duplicates of #1071383.
