A circular Recommends will still prevent apt from suggesting them for
auto-removal if you uninstall your last GTK2 app, which would be annoying.

gnome-themes-extra and gtk2-engines-pixbuf used to suppress the dependency
on libgtk2.0-0 (breaking the cycle), but that regressed during the
t64 transition because the name of the package changed. If we fix
that regression, then we could safely give libgtk2.0-0 a Recommends
on gnome-themes-extra.

libgtk2.0-0 Depends: gnome-themes-extra would seem too strong to me anyway
- if people want to turn off Recommends and have reduced functionality
and an ugly anti-theme, then my opinion is they asked for it, they got it.
