I am unable to reproduce this bug as described with Debian 12.6.
Please do see the attached screenshot. By default, Super+3 opens the
3rd favorite/pinned app in the dash (the list of apps at the bottom of
the Activities Overview).
However, it is possible to override that shortcut.
Note that you'll also need to enable a fixed number of workspaces
because by default, GNOME only provides one more workspace than
currently used by apps. That means that there are only 2 workspaces
when you first log in.
Go to Settings > Workspaces and switch to Fixed number of workspaces
and set the number to 4.
If you are still experiencing this issue, try again without any GNOME
Shell extensions enabled. GNOME Shell extensions can break the normal
functionality of GNOME Shell.
If you are still experiencing this issue after all that, please try
again from a clean install of Debian GNOME. If the bug happens here,
please reply with detailed steps of how to reproduce this issue.
