Bug#1060278: gnome-backgrounds: Update to 46

gnome-backgrounds 46 is switching several of its provided wallpaper
images to the JPEG XL format. These wallpapers will not be displayed
in the GNOME 46 desktop unless the jpeg-xl gdk-pixbuf support is
installed.

Therefore, we need to have something depend on the jpeg-xl gdk-pixbuf
package once it's available in Debian Unstable (it is not available
yet).

Meanwhile, we need to revert the gsettings-desktop-schemas default
wallpaper filename to continue using the GNOME 45 version until
gnome-backgrounds 46 is in Debian Unstable.
