Nothing other than development packages should ever need to depend
on libglib2.0-dev. If gdm-settings requires glib-compile-resources,
then we'll need to move glib-compile-resources from libglib2.0-dev-bin
to libglib2.0-bin and make gdm-settings depend on libglib2.0-bin.
